From 1 January 2019, Cabinet approved not for profit (NFP) contract reforms. These reforms have been incorporated into the Board's policy framework as appropriate.
- a new NFP Standard Funded Services Agreement to be used when providing upfront payment to NFP organisations. Details on when to use this agreement have been incorporated into the Simple Procurement Policy and the Market Approaches and Contracts Guideline.
- changes to the definition of procurement operations, by regulation, to exclude grants, as defined in Treasurer's Instructions 15 - Grant Funding, from the definition of procurement operations. A User Guide has been developed to assist public authorities to classify funding as either a procurement or a grant in order to ensure the appropriate policy framework is utilised.
- updated Treasurer's Instructions 15 - Grant Funding (new definition of grants and new grants agreements for use when funding NFP organisations) and Treasurer's Instructions 11 - Payment of Creditors Accounts (allowing up-front payment to a maximum of 25%, where appropriate, to NFP organisations when utilising the Standard Funded Services Agreement).
